How State Policymakers Can Ensure the Drive to Improve Teacher Quality Doesn’t Just Trickle Down to Poor and Minority Children. A powerful, growing body of research demonstrates that teacher quality and effectiveness are the most important in-school variables influencing student achievement. Assigning strong teachers to the children who most need them has greater impact than any other approach—including reductions in class size. Teacher quality even overpowers many of the nonschool variables often used to excuse low achievement. Highly effective teachers strongly and positively influence how well their students learn, and ineffective teachers have a devastating impact on student achievement.
