In this report, the Council of the Great City Schools explores district-level policies and practices that have been implemented in school districts that have had varied success in helping English language learners (ELLs) to improve their academic achievement. The authors highlight promising practices from successful districts, describe limiting factors in districts that did not experience the same success, and then outline recommendations for district leaders.
