Today, too many children, including students with learning disabilities, do not learn to read proficiently in the primary grades. A recent National Assessment of Educational Progress (NAEP) report indicated that 38% of fourth grade students read below the basic level (Donahue, Voelkl, Campbell, & Mazzeo, 1999), which is defined as "partial mastery of prerequisite knowledge and skills that are fundamental for proficient work at each grade."
