English Language Assessment
Students in kindergarten through grade twelve (K–12), whose home language is not English, are required by federal law to take an annual English language proficiency assessment based on English Language Development (ELD) standards. In California, the current assessment is the California English Language Development Test (CELDT) and is based on the 1999 ELD Standards for California Public Schools.
The propsed new assessment, the English Language Proficiency Assessment for California (ELPAC), will be first administered in the 2015–16 school year. This assessment will be aligned to the 2012 ELD Standards for California Public Schools and the CA CCSS. The goal for the system is to maximize assessment information on language development to support English learners’ attainment of the CA CCSS.
